In fact, a lot of the concepts discussed here (i.e. reality based ledger state) will be used for CA and FPC as well just because they allow us to get rid of the walks. The only thing that is “different” in this proposal is that we would put the votes on the tangle instead of having an external voting layer.

The whole point of goshimmer and a modular protocol is to be able to exchange things like the voting layer without any problems.
